International Consortium 

The International Consortium for Higher Education, Civic Responsibility, and Democracy (IC) seeks to develop, explain and advance the contributions of higher education to democracy on college and university campuses, their local communities and the wider society.

The Consortium works in collaboration with the Council of Europe (CoE)* and its Steering Committee on Educational Policy and Practice (CDPPE) with representatives of the 50 States party to the European Cultural Convention and is comprised of the United States (represented by a Steering Committee from the American Association of State Colleges and UniversitiesAmerican Council on EducationAssociation of American Colleges and UniversitiesCampus CompactDemocracy Commitment and NASPA (National Association of Student Personnel Administrators)), Australia (Engagement Australia), and the United Kingdom (represented by the National Co-ordinating Centre for Public Engagement).  The Barbara and Edward Netter Center for Community Partnerships at the University of Pennsylvania houses the executive offices of the Consortium. Ira Harkavy, Associate Vice President and Founding Director of the Netter Center, is the U.S. Chair.


Talloires Logo

The Talloires Network is an international association of institutions committed to strengthening the civic roles and social responsibilities of higher education. We work together to implement the recommendations of the Talloires Declaration and build a global movement of engaged universities.

We believe that higher education institutions do not exist in isolation from society, nor from the communities in which they are located. The Talloires Network envisions universities around the world as a vibrant and dynamic force in their societies, incorporating civic engagement and community service into their research and teaching mission.

The main goals of the Talloires Network is to:

Expand higher education civic engagement programs through teaching, research, and public service
Apply higher education standards of excellence and peer review to community engagement
Foster partnerships between institutions of higher education and communities to empower groups and individuals and increase the relevance of higher education
Facilitate the creation of regional networks of universities dedicated to civic engagement

The MacJannet Prize was established by the Talloires Network and the MacJannet Foundation to recognize exceptional student community engagement initiatives at Talloires Network member universities and contributes financially to their ongoing public service efforts. As the voice of Australia’s universities, Universities Australia supports a sustainable national university system characterised by inherent quality, accessibility, innovation and high performance.

Engagement Australia hosts the Executives of Engagement forum as part of the annual Universities Australia conference. The forum brings together senior leadership of engagement portfolios across the sector to network and discuss current issues impacting the sector.

The Conversation

The Conversation is an independent source of news and views, sourced from the academic and research community and delivered direct to the public.

Engagement Australia is collaborating with The Conversation on a new initiative around knowledge exchange. We’ll be having a lot more to say about this soon!


Enactus is an international non-profit organization that brings together student, academic and business leaders who are committed to using the power of entrepreneurial action to improve the quality of life and standard of living for people in need.

Engagement Australia has partnered with Enactus to further increase the visibility of students actively engaging with communities as a core element of their student experience.

Engagement Australia is the Australian focal point and hub for connections to engagement networks across the globe. Through collaborative connections and reciprocal arrangements, Engagement Australia fosters exchange with likeminded organisations focused on strengthening the higher education’s engagement with communities.
